STEP 1

At BiC-2, the project planning phase sets the foundation for clear expectations and accountability across all stakeholders at every stage of delivery. Key activities supporting this phase include:

  • Preparing the designer RFP and managing the selection process
  • Developing or reviewing the master plan
  • Building the project business case
  • Establishing a conceptual budget
  • Creating a draft master schedule
  • Selecting the appropriate project delivery methodology

Through a collaborative and strategic planning approach, BiC-2 helps clients minimize project risks, improve cost and schedule control, and align operational goals with long-term facility performance. Our team works closely with owners, designers, contractors, and end users to ensure every project is positioned for efficient execution, operational readiness, and sustainable success from concept through completion.

STEP 2

During the design phase, BiC-2 facilitates structured collaboration with user groups and project stakeholders to identify opportunities for value engineering while refining cost, scope, and schedule. Equipment planning is developed in alignment with project requirements, and procurement strategies for long-lead or critical items may be established early to secure pricing and availability.

This phase also focuses on building a strong regulatory and project-specific understanding across the team while establishing productive working relationships with relevant permitting authorities and agencies.

  • Commissioning planning
  • Move and transition planning
  • Agency engagement and coordination
  • Phasing analysis

  • Establishment of document control systems
  • Invoice and payment process setup

STEP 3

All of the planning completed in earlier phases begins to take effect when the first set of documents is submitted to the Authorities Having Jurisdiction (AHJs). Prior to this stage, BiC-2 has already coordinated with relevant agencies to align on permitting requirements, entitlement processes, environmental compliance considerations, and anticipated review timelines and expectations.

During the agency review and pre-construction phase, budgets and accounting structures are finalized, a construction RFP is developed, and a contractor may be engaged to support early pre-construction services. Regular reporting is maintained to keep the Owner, executive leadership, and steering committees fully informed throughout this stage.

At the same time, BiC-2 works with the project stakeholders to establish clear communication protocols, including coordination plans and notification procedures for any disruptions affecting ongoing operations or surrounding activities. We place strong emphasis on developing a shared understanding among all stakeholders on how project information is communicated and distributed. Open communication remains a core principle of our approach, ensuring expectations are realistic, aligned, and achievable for everyone involved.

STEP 4

The construction phase is typically the most dynamic and visible stage of a project, often carrying the greatest impact on the site and surrounding operations. Regular update meetings involving the Owner, architect, and contractor (“OAC meetings”) are conducted to provide clear progress updates, coordinate activities, and address any issues requiring timely resolution.

BiC-2 tracks and manages requests for information (RFIs), change orders, required agency approvals, and applications for payment to ensure proper documentation and control throughout construction. Regular reporting is maintained to keep the Owner, executive leadership, and steering committees fully informed of progress, risks, and key decisions.

Construction can be one of the most complex phases of any project. BiC-2 approaches this stage with adaptability and discipline, ensuring our teams remain responsive, solution-oriented, and fully aligned with project goals as conditions evolve in real time.

STEP 5

Upon completion of the construction phase, several critical activities must still be finalized to properly close out all contracts. BiC-2’s objective is to ensure the Owner can take full possession of the facility or asset with all required approvals, training, documentation, and warranties in place. We take a proactive role in managing these closeout requirements so the Owner receives everything contractually obligated prior to final contract completion and release of funds. Regular reporting is maintained to keep the Owner, executive leadership, and steering committees fully informed throughout this phase.
